Team Purpose

  • To promote agriculture-driven economic growth and improve the living conditions for 10,000 rural farmer households (60% women) with a specific focus on women and youth.

Job Purpose

  • To ensure that implementation of all LINE project activities are in compliance with the minimum standards and guidelines/requirements of the Bauchi State Government, Federal laws and Global Affairs Canada (GAC) environmental requirements
  • The LINE Project is targeted to improve the livelihoods of 10,000 poor women and men farmers in Bauchi State.

Job Responsibilities
Technical:

  • Perform the duties of Environmental Compliance Officer for LINE Project and ensure the implementation of the Project’s Environmental Management Plan (EMP) as agreed by Oxfam and the donor.
  • Ensure the tasks as indicated in the EMP are carried out systematically and proactively.
  • Perform monitoring and reporting requirements as per the EMP.
  • Arrange training for staff and partners for the activities assigned to the Environmental Compliance Officer.
  • Ensure monitoring data is provided to the LINE Project’s M&E Officer on a timely basis and electronically, and working with that person to plan monitoring activities.
  • Prepare an annual report on the implementation of the EMP.
  • Revise the EMP as necessary and present the proposed adjustments to the Project Management team in advance of the preparation of the Project’s annual work plan and in advance of the Project’s PSC meetings, as arranged with the Project Manager
  • Coordinate with all LINE team members where there are shared or overlapping roles.
  • Prepare technical proposals as required to ensure the LINE Project meets all the standards required in Nigeria and under Canadian law related to plans, permits and procedures for air quality, hazardous waste, spill prevention, storm water and waste water, and ensure quality standard on Project deliverables.
  • Be familiar with Nigeria’s environmental protection agency and local environment regulations and have an understanding of the environmental permit applications process.
  • Compile, track and analyze information related to LINE Project that is needed for LINE’s semi-annual and annual reports and for the LINE Project’s mid-term and final evaluations.
  • Perform onsite inspections to ensure compliance with the EMP and, as necessary, work with Bauchi State agencies, primarily BSADP.
  • Represents the interest of Oxfam at workshops, seminars, committees and with outside organizations.
  • Schedule and prioritize workload, set work schedule deadlines, and determine appropriate implementation procedures.

Education:

  • Minimum of a Bachelor’s Degree in Environmental Sciences, Management or any relevant equivalent Degree

Experience:

  • Five(5) years working experience in managing development projects with an environmental component. – preferably within the NGO sector.
  • Demonstrable skills in environmental planning, design and management including experience involving community participation for environmental protection and sustainable living.
  • Must possess at least 2 years field experience in community development particularly with farmer groups in northern Nigeria.

Skills & Abilities:

  • Excellent computer skills, particularly in working with word processing, Excel, Power Point, databases and electronic communication.

Team Purpose

  • The Work in Progress! (WiP!) project aims to create more employment and positive expectations about the future for young men and women in Nigeria, Egypt & Somalia.
  • This overarching objective will be achieved via the three complementary pillars depicted below: increasing the supply of skilled youth by developing young people’s skills and capacities; providing business development services to small and medium enterprises (SMEs) to enhance their growth; and cultivating an enabling environment for youth employment, startups and SMEs.

Job Purpose

  • The post holder will be responsible for the Monitoring and Learning activities of Oxfam in Nigeria and of the partners all within the boundaries of the project Work in Progress!.
  • Therefore the Project Assistant will work closely with the Project lead based in Abuja office and other colleagues within the Project Management team (both in the Netherlands and in Abuja). The project organisation is matrix based.
  • The post holder will keep oversight of the progress of project activities and monitor the indicators of the partner organisations and the activity planned by Oxfam in Nigeria. Fostering partnership management and assisting the Project lead in organizing joint activities among the partners. Ensuring project activities respond to the youth employment needs and the context specific way of working as defined by the Nigerian context. Job Responsibilities

Reporting:

Job Purpose

  • To align programme strategy with global campaigns, develop, advise on Country pubic engagement and wider influencing objectives across all areas of programs in line with Oxfam Country Strategy.
  • The job holder is responsible for leading the strategic thinking and implementation of Oxfam Nigeria’s campaign, advocacy, media and communication platforms to promote programs and change policies in delivering on Oxfam’s WorldWide Influencing Strategy (WIN) to address the root causes of poverty.  This will include managing high level external stakeholder relationships including funding partners, media; the middle class, leading internal strategic thinking about how to integrate stakeholders wherever possible and devise ambitious media and communication strategies and mobilise the power of people against poverty.

Job Responsibilities
Technical:
Program, Project and Partnership Management:

  • Actively work with national programs and partners to build research capacity of Country Program teams and Partners’ staff and develop effective, evidence-based campaigns
  • Lead the development and management of projects and programs in order to create verifiable social impact and value for money for Oxfam and the funding donor.

    Job Responsibilities
    Technical:

    • Perform the duties of Environmental Compliance Officer for LINE Project and ensure the implementation of the Project’s Environmental Management Plan (EMP) as agreed by Oxfam and the donor.
    • Ensure the tasks as indicated in the EMP are carried out systematically and proactively.
    • Perform monitoring and reporting requirements as per the EMP.

    • Provide strategic advice and facilitate the planning of events targeted at, or for the benefit of, public, government representatives, media or partners
    • Oversee the collection, collation and reporting of all information relevant to Oxfam Nigeria’s public engagement and influencing, including the establishment of an effective digital database and website

    Leadership:
    Strategic Leadership of our Public Engagement & Influencing Unit:

    • Develop long-term vision and strategic planning, long-term research strategies to achieve significant impact on Oxfam’s public engagement and influencing work from research, policy and advocacy
    • Builds influential relationships and develops networks for effective change, both internally and externally, and is committed to maximising our influencing capability.
    • Lead and coordinate the development of Oxfam Nigeria’s Public engagement and Influencing Strategy that embodies the One Oxfam’s Program Approach addressing inequality in the food system, on gender, and rights in crisis and addressing transparency in public and private governance systems in line with a new and highly complex environment
    • Accountable for ensuring that appropriate tools and technology are in place to allow a strong flow of positive and consistent programme content to influence and communicate with internal audiences and external stakeholders including but not limited to government, media, donors, nongovernmental sector and supporters.
    • Lead on synergy on all Oxfam’s Nigeria Public engagement and influencing strands of work ensuring that they build on each other both geographically and thematically.
    • Lead and provide strategic oversight of Oxfam Nigeria’s public engagement and influencing with the objective of bringing about public engagement, influencing and practice changes aligned with Oxfam’s Strategic Plan and which ultimately achieve positive and lasting change in people’s lives.
    • Oversee the design, implementation, monitoring and evaluation of strategies and projects with a public and WIN focus
    • Responsible for identifying policy gaps and opportunities to affect change within or through the Nigeria Government, and directing the development of policy in priority areas of Oxfam Nigeria’s work
    • Provide specialist technical advice on:
    • Plitical context and relevant policies of major political parties
    • Public Service and perations of specific government departments and agencies
    • Ensure consistency with best practices in public engagement and influencing across programs at Federal, State and LGA levels; ensure a direct link between Oxfam Nigeria’s programme work and our media coverage through familiarisation with Oxfam’s work on the ground and the development of stories to be used in media work for advocacy, campaigns and fundraising.

    Management:
    Leadership & People Management:

    • Proactively contribute to the Country Office’s leadership team as an important member of the team; working with thematic teams to champion change in the way we relate to the public
    • Manage the operations and output of Oxfam Nigeria’s Public Engagement  and Influencing priorities
    • Provide general advice to, and build the capacity of, staff, partners and coalitions in relation to public engagement and Influencing, as required

    • Manage the Public engagement and Influencing team to deliver on the OCS, providing leadership, Inspiration and guidance and ensuring that the management of the team is in line with Oxfam’s HR policies and procedures.

    Financial management:

    • Direct responsibility for budget management of up to 2- 4 million EUR project per year including significant donor funds.

    • Responsible for formulating, managing and monitoring an annual budget to facilitate Oxfam Nigeria’s public
    • Support the Country Director in identifying funding priorities that can support delivery on key income targets and determine appropriate distribution

    Job Requirements
    Education:

    • First degree in the Humanities, Social Sciences, Administration with a postgraduate degree in Development, Public Policy, Administration or a relevant subject

    • Minimum of 8 years’ experience leading and providing strategic oversight of public engagement and influencing with the objective of bringing about policy and practice changes
    • In-depth understanding of the economic, political and social causes and dynamics of poverty, vulnerability and inequality and a familiarity with policy issues related to the creation or reduction of poverty, vulnerability and inequality
    • Comprehensive understanding and experience of advocacy and campaigning tools and techniques
    • Demonstrable experience of working across complex organisations and managing internal and external stakeholders to get the best outcome
    • Knowledge of Africa and global media; Ability to apply knowledge of internal and external environment to complex media and reputational issues.

    • The driver will work within the Logistics department to support operations structure, committed to providing reliable support to program activities in order to achieve efficiency in program delivery.

    Job Responsibilities
    Technical:

    • Ensure the project vehicle – or any other car as directed or under the driver’s control- is always in good working order and properly maintained.
    • Always abide by standard driving /safety rules and procedure.
    • Ensure that periodic maintenance is effected on the project vehicle as and when due and to notify the Logistics Officer / Logistics Assistant at least 36 hours before designated time.
    • Transport project staff and equipment efficiently and safely as required.
    • Collecting and distribution of vehicle log-sheets, responsible for monthly compilation, and submission of log-sheets
    • Schedule vehicle use to meet programmatic and operational needs
    • Ensure trip ticket or form are used by program staff and approved by the necessary person
    • Maintain the Vehicle Board daily.
    • Oversee and ensure proper use of vehicles
    • Organise cleaning of vehicles
    • Oversee fuel consumption, purchase, and tracking including coordination with petrol stations
    • Ensure that accident reports are completed and filed.

    • Coordinate communication with staff for every field trip.
