The Economic Community of West African States (ECOWAS) is a regional group of fifteen West African countries. Founded on 28 May 1975, with the signing of the Treaty of Lagos, its mission is to promote economic integration across the region. Considered one of the pillars of the African Economic Community, the organization was founded in order to achieve collective self-sufficiency for its member states by creating a single large trading bloc through an economic and trading union. It also serves as a peacekeeping force in the region. The organization operates officially in three co-equal languages French, English, and Portuguese.

  1. Job Title: Programme Officer, Humanitarian Operations/ECOWAS Emergency Response Team (EERT)

Role Overview

  • The Humanitarian Operations / EERT Officer will be responsible for the coordination, communication, monitoring, reporting and liaison with key humanitarian actors and authorities to support an effective humanitarian response.
  • The Humanitarian Operations Officer must be able to provide sound analytical inputs and advice that contribute to improving institutional capacity and ability to articulate policy on a growing number of humanitarian and relief assistance issues.
  • In addition, to manage the EERT including the management of a roster to ensure systematic data management of humanitarian personnel and readiness and availability for deployment.

Role and Responsibilities

  • Monitors, analyzes and reports on humanitarian developments, disaster relief/management or emergency situations in affected country.
  • Prepares or contributes to the preparation of various written reports, documents and communications, e.g. drafts sections of studies, background papers, policy guidelines, briefings, case studies, presentations, correspondences, etc.
  • Partner with other humanitarian agencies to gather and share data, ensure inter-agency strategic planning and evaluate relief programmes for gap analysis and to ensure the latest findings, lessons learned, socio-political factors and cultural/gender norms are incorporated.
  • Support interagency contingency planning. Build consensus and facilitate collaboration.
  • Assists humanitarian community in capacity-building and organizes training in relation to humanitarian emergency.
  • Reviews and provides advice on policy issues related to safeguarding humanitarian principles and ensuring the effective delivery of humanitarian assistance in the context of the humanitarian relief fund.
  • Establishes and maintains contacts with government officials, other UN agencies, non-governmental organizations, diplomatic missions, media, etc.
  • Undertakes and provides support to technical assistance and other field missions, e.g. participates in rapid assessment and field trips to undertake in-depth reviews of specific country coordination mechanisms.
  • Ensure coordination of quick and effective response to natural disasters and other rapid-onset emergencies, using an integrated package of global, regional and nationally recognized services and tools.
  • Ensure promotion of appropriate doctrine and field practice on application of Civil Military Coordination or Cooperation (CIMIC or CIMCOORD)

Academic Qualifications and Experience

  • Bachelor’s degree in political science, social science, public administration, international studies, economics, engineering, health sciences, public health,  or a related field from a recognized university;
  • 7 years of relevant experience in  humanitarian affairs, emergency preparedness and response, logistics operations and practices, rehabilitation and development;
  • Knowledge of key ECOWAS Regional humanitarian assistance tools, emergency response mechanisms and related human rights and gender equality instruments;
  • Experience in conducting risk assessment during emergencies, crisis and managing databases and implementing strategies for prevention and response.

Academic Qualifications and Experience

  • Master’s degree (or equivalent ) in Law with a specialization in international , administrative or commercial or in a closely related field from a recognized university of recognized standing;
  • 10 years progressive experience in practice of Law, including Legal Analysis, research and writing with experience as a lawyer in the Legal Office of an intergovernmental organization or government with a minimum of 5years in a supervisory role;

  • Provide technical support to the ECOWAS Commission in the development and coordination of implementation of the ECOWAS Counterterrorism Strategy and Implementation Plan as well as the ECOWAS Counter Terrorism Training Manual.
  • Lead programme development and policy development, including the review and analysis of Counterterrorism and PVE and related issues.
  • Support training and capacity building of law enforcement agents in Member States based on the ECOWAS Counterterrorism Training Manual.

  • Under the supervision of the Principal Officer Salary Policy & Pension Administration , he/she needs to understand the data, and be able to provide insight and analysis through, written and verbal communication and ensuring real-time employee details is achieved as at required.

Role And Responsibilities

  • Extract and analyze data from ECOLINK as required and design/generate requested reports for the organization;
  • Perform systems audit to ensure no violation of employee data on ECOLINK and keep an accurate log of ECOLINK downtime;
  • Design, develop and modify reports to suit organizational needs;
  • Support HR systems and technology-related initiatives and generate requested reports and data for the organization;
  • Advise the HR Directorate on special and on-going projects on the ECOLINK by providing systems, administrative and research support;
  • Guide quality assurance of employee data on ECOLINK;
  • Develop records management processes and policies;
  • Identify areas to increase efficiency and automation of processes;
  • Set up and maintain automated data processes;
  • Identify, evaluate and implement external services and tools to support data validation and cleansing
  • Produce and track key performance indicators
  • Develop and support reporting processes
  • Monitor and perform audit data quality checks and liaise with internal and external clients to fully understand data content
  • Design and carry out surveys and analyze survey data
  • Manipulate, analyze and interpret complex data sets relating to the employer’s business
  • Prepare reports for internal and external audiences using business analytics reporting tools
  • Create data dashboards, graphs and visualizations
  • Provide sector and competitor benchmarking

Academic Qualifications And Experience

  • Bachelor degree in IT, Statistics or its equivalent is required from a recognized university;
  • 5 Years’ experience in HR position in an international organization
  • In-depth knowledge of HR Management best practices;
  • Demonstrate cognitive knowledge of data base creation and management, and use of specialized computer systems and programs for operationalizing a variety of HR business processes and reports.

Role Overview

  • The incumbent shall, in accordance with professional standards, revise texts translated by in-house and independent translators, ensuring high linguistic and terminological quality of texts and application of ECOWAS jargon.
  • She/he supervises the relevant language section and may also translate a variety of often complex, confidential, urgent, and important texts intended for different audiences.
  • Facilitates the setting-up and updating of terminology databases and on request, provides advice on language usage.

Role and Responsibilities

  • Revises translations dealing with subjects of an exceptionally sensitive, complex or technical nature;
  • Translates texts of an exceptionally sensitive, confidential, complex or technical nature;
  • Plans, co-ordinates and supervises the daily, medium- and long-term work of their translation section;
  • Supervises the weekly maintenance of the translation log;

Language Combination: Portuguese A, French C or English C. (ability to translate into B language is an advantage):

  • Allocates work to staff, assigns staff to particular translation or revision duties;
  • Directs the conduct of terminological research within the translation section concerned and assists the Language Coordinator in the preparation of terminology materials to meet the needs of the entire Division;

Academic Qualifications and Experience

  • Master’s degree or equivalent  in translation from a recognized university / institution;
  • 10 years of experience in translation (at least four of which should have been revision experience);
  • Demonstrated experience in  use of relevant computer assisted translation software/tools;
  • Exhibits highest standards of accuracy, consistency and faithfulness to the style and nuances of the original text;
  • Ability to maintain highest standard of confidentiality;
  • knowledge of terminological and reference research techniques with ability to use wide variety of information and to conduct complex research;
  • A perfect command of the target language and an excellent knowledge of the source language. Good knowledge of the third language of ECOWAS is an advantage.

Age Limit:

  • Be below 50 years old. This provision does not apply to internal candidates.
